Brownfield Opportunity Areas Program
Application and Guidance Package


The Brownfield Opportunity Areas Program provides municipalities and community based organizations with assistance, up to 90 percent of the eligible costs, to complete revitalization plans and implementation strategies for areas or communities affected by the presence of brownfield sites, and site assessments for strategic sites.

Eligible Applicants...

1. New York State Municipalities defined as: cities; villages; towns; counties; local public authorities; local public benefit corporations; school districts; improvement districts; and Indian nations or tribes.

2. Community Based Organizations defined as: certain 501 (c)(3) not-for-profit corporations whose stated mission is promoting community revitalization and reuse of brownfield sites.

3. Community Boards - New York City Community Boards as set forth in Section 2800 of the New York City Charter.

4. Joint Applications - Two or more eligible applicants may, and are encouraged to, submit a joint application.

Eligible Activities...

Communities may apply to enter the program at the most appropriate of the three program steps described below leading to New York State's designation of the Brownfield Opportunity Area:

Step 1: Pre-Nomination Study
• description and justification of the study area and associated boundaries
• basic description and understanding of current land use and zoning
• delineation and description of existing brownfield sites and other underutilized properties
• description of the area's potential for revitalization

Step 2: Nomination Study
• inventory and analysis of existing conditions and opportunities
• economic and market trends analyses
• reuse potential for properties with an emphasis on the identification and reuse potential of strategic sites which may catalyze area revitalization
• key findings and recommendations

Step 3: Implementation Strategy
• full range of implementation techniques and actions necessary to implement the area-wide plan
• State Environmental Quality Review (SEQRA)
• environmental site assessments for strategic sites

Tonawandas, NY

The twin cities of Tonawanda and North Tonawanda are working together to become the western gateway to the Erie Canal. Through project identification in the LWRPs they are implementing projects to capitalize on the recreation and tourism of their Niagara River and Erie Canal waterfronts.
