Section I - Waterfront
Revitalization Area Boundary - - This section provides a detailed narrative and graphic description of the Town's Waterfront Revitalization Area Boundary. It explains how the land mass of the Town is divided into ten discrete sections (Reaches) in order to facilitate the organization of the inventory, the analysis and the projects. A map identifies the extent of land and underwater areas that will be affected by the implementation of the LWRP.
Section II - Inventory and
Analysis - - Overall, this section describes the existing natural and man-made environments and conditions within the Town, as well as an analysis of opportunities and constraints to development.
Section II - B - - Planning Framework provides a synopsis of all past and ongoing planning policy documents and programs that govern the decisions and actions of the Town of Southold. Since the LWRP is designed to build on these planning documents and programs, an understanding of them is critically important to understanding the Town's LWRP. Some of the programs are integral parts of the LWRP. The LWRP, while quite comprehensive both in scope and in detail, is not a stand-alone document.
Section II - K - - Inventory and Analysis: Summary and Conclusions gives a synopsis of the key issues of concern, Town-wide as well as those that were found to be specific to individual Reaches. Readers with an interest in particular sectors of the shoreline are advised to seek those details in the appropriate Reach chapter in Section J, Reach Inventory and Analysis. The term Reach is used here to describe a continuous expanse of shoreline between two clearly observable geological landmarks, as seen by looking at a map of the town.
Section III - Waterfront
Revitalization Policies - - This section presents the waterfront revitalization policies, and their associated standards, that are to be used in guiding appropriate development and actions for the Town of Southold Local Waterfront Revitalization Area (LWRA). They consider the economic, environmental, and cultural characteristics of Southold. The policies are comprehensive, and reflect existing laws and authority regarding development and environmental protection, including that of the Peconic Estuary Program's Comprehensive Coastal Management Plan. Taken together, these policies
and their associated standards are used to determine the appropriate balance between economic development and preservation that will permit beneficial use of and prevent adverse effects on Southold's coastal resources.
The waterfront revitalization policies of the Town of Southold are a local refinement of the Long Island Sound Regional Coastal Management Program Policies (13 Policies) that apply throughout the Long Island Sound region. These policy statements implement the State's 44 Coastal Policies as far as they are applicable within the Town of Southold. Each policy statement is followed by a brief explanation of the situation in Southold and the intent of the policy. This is followed by a set of policy standards. The policies are organized under four headings: Developed Coast; Natural Coast; Public Coast; and Working Coast. The Town of Southold LWRP and its policies will become the basis for consistency determinations made by local, state and federal agencies for actions affecting Southold's coastal area.
Section IV - Harbor Management - -
This section contains detailed information about an existing Harbor Management Plan as well as a blueprint for future Harbor Management Plans (HMPs) that will be adopted within the Town of Southold. Since HMPs will be one of the primary methods whereby the LWRP will be applied, an understanding of its goals and objectives is critical to understanding this program.
Section V - Implementation - - This section contains a discussion of the existing legislative and procedural context within which the Town currently manages its natural and man-made resources. That discussion is followed by an analysis of the effectiveness of that legislation and, where relevant, an analysis of where modifications may be necessary in order to implement the LWRP. A description of needed policies, legislation, and procedural changes is included, along with a listing of studies or projects that remain to be done. Some of these are underway. This section is an important section because it highlights the work that remains. It is this section that may be read by funding agencies to determine if our grant applications will further the goals and objectives of the LWRP.
Section VI - State and Federal Actions and Programs Likely to Affect Implementation of the LWRP - - This section consists of a list of State and Federal actions and programs which must be undertaken in a manner consistent with the Southold LWRP, as well as a description of specific State and Federal actions necessary to further implementation of the LWRP.
Section VII - Consultation with Other Affected Federal, State, Regional, and Local Agencies - - The Town of Southold's LWRP will affect and be affected by the actions of adjacent municipalities and federal, State, regional, and county agencies. This section describes the inerrelationship with other agencies and the efforts made by the Town to involve and/or inform other agencies regarding the development of the LWRP.
Section VIII - Local Commitment - - This section describes the actions taken by the Town to obtain local support for its LWRP, in order to identify the specific issues and concerns of local agencies, organizations, and other interested parties with respect to development and adoption of the Southold LWRP.
